Why cameras for buses but not other drivers?

Does anyone else find it interesting and ironic regarding Gov. Terry Branstad's support for higher fines and exterior cameras for school buses to catch motorists who run through a bus's stop arm?
This is the same governor who also supports a “ban” for traffic cameras that catch motorists who run red lights and speed more than 10 miles per hour over the posted limit.
It would seem logical that both situations are attempts to make our roads safer by eliminating accidents.
