Legislature should disband DNR

What's going on between the Iowa Legislature and the Department of Natural Resources?
First, the Legislature rejects the DNR's position on how best to control summertime boating on Lake Macbride, then it rejects the DNR recommendation regarding steel vs lead shot, and now it rejects and makes exceptions to the DNR rules regarding height of the new dam at Lake Delhi.
Why doesn't the Legislature just disband the DNR altogether as it seems to prefer the advice and guidance of special interest groups anyway?
