Fine residents not shoveling sidewalks

There are a lot of people who aren't shoveling their sidewalks in Cedar Rapids. It gets maddening when I walk the dogs and I have to worry about slipping and falling because the sidewalks aren't clear. I think the city needs to start giving out more fines.
