Ideas for downtown streets, traffic

To the editor:
Since vehicular traffic and bicycle traffic don't mix the best, Second Avenue SE has become a dead retail zone with many of the businesses having either left or closed. Why wouldn't it be better to turn Second Avenue SE from 19th Street SE to downtown into two-way traffic with bicycle lanes? Leave Fourth Avenue SE as a one-way toward downtown.
As it is now, the only vehicular traffic on Second Avenue SE from 19th Street to Fourth Street is trying to find a way off. There would be a problem crossing at 10th Street SE for bicycles. Cedar Rapids could solve the problem by becoming the only city in the United States with a medical bicycle tunnel, or MBT.
