Heat, hot pavement unsafe for dogs

I will never understand why people think it's safe to bring their dog to the Downtown Farmers Market in Cedar Rapids when it's 91 degrees at 8 a.m. What benefit is your dog getting from walking on the hot pavement with its tongue hanging out?
I wouldn't even bring my dog and carry her because of the heat.
