How can governor deny mental health funding?

$1.3 billion. A lot of autistic children, mentally handicapped adults, mentally ill teens and others who were born with monumental challenges in their lives, and their families, have been told they can't benefit from 1 percent of that state surplus and reserves.
How coldhearted can our state executive be, and why can't our governor, who served as president of a medical school, see the humane and obvious benefit of providing the state financial assistance to counties adapting to the new mandated regional mental health network? Because of his veto of that assistance, that took mere seconds to sign, hundreds of Iowans will suffer a lifetime of neglect and that is indeed shameful.
