Northwest side is being neglected

This is in regard to an article in The Gazette announcing parts of Cedar Rapids are eligible for a new federal tax incentive, billed as Opportunity Zones ('Downtown C.R. now zoned for ‘opportunity',” May 22).

These areas were chosen by the city and approved by Gov. Kim Reynolds to be eligible for everything from investments to start-ups to housing to infrastructure. The areas include, according to the article, downtown, the MedQuarter, the New Bohemia District and Kingston Village.

What criteria was used to determine which areas the federal tax incentives should be applied to?

I guess the northwest quadrant of Cedar Rapids doesn't warrant or fit the criteria outlined above. I look around the downtown, the MedQuarter, the New Bohemia District and Kingston Village and see lots of development. I look around the northwest side and what do I see? Fields of weed and dandelions that the city can barely keep up with on mowing.
