Better options for city than casino

How did casinos get to be our best urban industry option in Iowa? They foster addictive behavior and encourage crime. While the initial investors may make money, the city ends up paying a high price as the casino attracts whom? Why, gamblers, of course.
What do we want to produce in our cities? People who can stuff coins in slots and deal cards?
Moving a casino within easier reach of those with already limited economic means is not a kindness. Warren Buffett once called gambling a “tax on ignorance.” Are we really OK with gambling away our cities?
