Religious expression improper on city vehicle

I saw a use of Cedar Rapids city property that I question. While driving through the street construction on First Avenue, I saw a small pickup with a topper, bearing Cedar Rapids city markings, which had a “Jesus fish” attached to the rear window frame of the topper.
I have no problem with a city employee advertising his or her faith on a private vehicle: that is a protected, precious free speech right. How responsible is it for a city employee to use city property to express his or her sectarian affiliation? Something tells me there would be a whole lot of hollering from the righteously offended if that employee had displayed a pentagram or Islamic crescent moon on city property.
