"One of the serious problems of our country today is the erosion of respect for government as a servant and instrument of the people. This has been true to some extent to all levels of government whether the city, county, state or national government.
"There are many factors that can be said to account for it, but excuses are of little consolation if respect for self--government continues to erode. I am sure this city council will work hard to preserve and improve the steady support our city government has received from the people.
"We know we must continue to earn this support and that to do so, we must respond promptly with compassion and with intelligence and efficiency to the problems that confront and sustain our city."
