New garbage container is too small

I was disappointed when my new mini garbage can was delivered. I have recycled and composted for many years, so I put out a small amount of garbage, but what about families of four or more? The narrow shape makes it harder to put in irregular-shaped trash.
We are all taking cloth bags to the store to cut down on plastic and now you require all the things in the can to be in plastic bags. How will food waste decompose sealed in plastic? This doesn't make sense.
