Road construction inconvenient this time of year

I'd like to know who decided to block the street with road construction at the Council Street post office in Cedar Rapids at this time of year? Obviously someone who doesn't use that road. It's a nightmare at 5 p.m. The dark really helps, too.
If you have 20 minutes to spare, come on over and that's just to get back over to Blairs Ferry Road.
