Understand the reality of the situation first

Before Gov. Terry Branstad's five-member task force offers any recommendations or sets any goals for the Iowa Juvenile Home in Toledo, I believe each of the members and the governor should spend at least six months working full-time at the facility, in direct contact with the residents.
After that, they might have some understanding of the reality of the situation and be equipped to offer some workable suggestions for dealing with it.
