Lost tax results in ‘lost’ knowledge

To the editor:
I am probably not the only citizen in Cedar Rapids to notice for many years now that street crews appear to be unable to repair or replace a street and accomplish a level condition where the manhole covers match the street surface. Is that expectation not in the specification requirements?
I would suggest that be included in the specification before we spend another penny of the millions in taxes on our streets. Crews must be held accountable for their work performance! Vehicles in the city could realize a definite reduction in repair costs.
