C.R. snow removal has gone far downhill

I have lived in the Cedar Rapids area for more than 30 years and am wondering what has changed with the city snow removal.
I know as a kid that it was not uncommon to have the snow plow wake you up for school in the morning. Now it seems you're lucky to see them at all. They do a great job when they finally do show up and I am certain they work long hours getting the streets cleaned, but when you stack the program up against the city of Marion and Hiawatha, those two communities blow Cedar Rapids out of the water.
I lived in Hiawatha for 17 years and moved back into Cedar Rapids last year. That first winter back had me scratching my head in amazement and seriously missing the promptness and quality of the Hiawatha crews; however, I wrote that first year off as perhaps being an “off year.” Unfortunately, 2013-14 has picked up where last year left off, more scratching of my head, now shaking my head and wondering how things have gotten so bad. Disappointing.
