Democrats necessary with the GOP split

When Iowa's David B. Henderson was Speaker of the U.S. House of Representatives, 1899 to 1903, he was presented with procedural problems confronting Speaker John Boehner today.
With the Republican majority divided between Stand Patters and Progressives, it was necessary for Henderson to cater to the desires of the Democrats. Today, with the Tea Party and the regular Republicans at odds on so many questions, Boehner will need opposition-party support to pass legislation.
