Friday Morning Read: Income Tax Cuts, University funding delayed, Rockwell Collins grows

Income Tax Cuts - Senate Republicans are working on a plan to shrink state income tax brackets from nine to three, phase out federal deductibility to cut rates and provide at least $500 million in relief to Iowa taxpayers by 2022. But expected changes to the federal tax code and a tighter than forecast state budget likely will push back consideration of the plan until the 2018 legislative session, a key architect said Thursday. University Funding Delays - The shuffling, shifting and cutting of state support for Iowa's Board of Regents continued Thursday as lawmakers adjusted funding commitments for public infrastructure endeavors — potentially delaying at least two massive projects at Iowa State University. House budget committee members agreed to delay $3 million in state support for ISU's new $57.7 million Advanced Teaching & Research Building and $9 million for its planned $84 million Student Innovation Center. They also supported pushing off $5.5 million for the University of Iowa's new $96.3 million pharmacy building from the 2018 budget year to 2019. Rockwell Grows - Rockwell Collins officially added 10,000 employees under its name Thursday having finished the acquisition of B/E Aerospace, a Florida-based maker of airplane interiors. Rockwell CEO Kelly Ortberg said the inclusion of B/E's interior products will give the company diversity to weather ups and downs in the aviation industry. Uthoff finishes season - So now Jarrod Uthoff gets ready for his second-straight NBA summer league, with the league a little more sure of his abilities than it was last fall. Former Iowa player Uthoff, from Marengo and then Cedar Rapids Jefferson, was an undrafted free agent who played for the Sacramento Kings' summer league team a year ago, then signed with the Toronto Raptors. He played for just eight minutes in one preseason game with Toronto, was waived, and signed to its NBA D-League team in nearby Mississauga, Ontario.
