Letter: Iowa is in position to assist Puerto Rico

It would seem that Iowa is in a strong position to provide a critical solution to the need for a rebuilt electrical power infrastructure in Puerto Rico.
Rather than replacing the old distributed fuel powered centralized grid system, why wouldn't a distributed wind and/or solar system be a more efficient, secure and cost effective solution?
Rather than relying on fossil fuels which require mining or pumping, refining and shipping the wind and sun are free and plentiful in Puerto Rico. Ideally, this approach could serve as a model for a similar system in the U.S. using the highway system medians.
Obviously, this concept will need to be handled through the appropriate government agencies, but it would seem that some public-private concept might work.
Inasmuch as Iowa is promoting the growth of both wind and solar systems it would seem that we would be a logical participant in a project such as this.
