Returning neglected animals is bad choice

Help me understand the resolution of the recent case 500 neglected animals removed from an area home. The homeowner has been ill; her four children homeschooled. None were either able or cared to help the neglected animals.
Now 10 bunnies and a few other animals have been returned to this household. What am I missing?
Could someone please gift this household a cute, stuffed bunny to put in cage and forget about? That way no live animals will be forced to sit in a dark, smelly basement and be left to suffer.
