Report: Woman killed in Blairs Ferry Road crash was intoxicated

A woman struck and killed June 25 on Blairs Ferry Road in Cedar Rapids was intoxicated, according to her death certificate.
Heather Mitchell, 29, of Marion, was killed when she was hit by a vehicle around 4 a.m. in a westbound lane of Blairs Ferry Road NE near Rockwell Drive NE. In the days following the accident, police had little information about why Mitchell would have been in the roadway.
Mitchell's death has since been ruled accidental, caused by “multiple traumatic injuries due to being struck by a vehicle and also due to alcohol intoxication,” said Dr. Don Linder, Linn County medical examiner.
Linder declined to reveal more details of the toxicology report, citing the Iowa confidential records law.
Police said the driver of the vehicle, 33-year-old Matthew Beltramea, of Anamosa, did not stop after he his vehicle hit Mitchell. After arriving at his workplace nearby, Beltramea heard sirens and returned to the scene to speak to investigators, police said.
No charges were filed against Beltramea.
