Zigging and zagging to avoid the potholes

I understand Cedar Rapids is a large city and that it takes time to fix problems, but the roads and potholes (O Avenue especially) are ridiculous.
I luckily live off O Avenue where it was fixed last year, but from 16th Street to Edgewood is extremely bad. To avoid damage to my car, I no longer take O Avenue and am forced to zigzag around to get to other main streets. At least these streets are in a little bit better condition.
I pay property taxes and expect the city to fix its streets and potholes in a timely manner. For some reason, the second part of the project for O Avenue is not being worked on this year, but is waiting until next year. The money already is allocated, so why the wait? Cedar Rapids is a very nice city to live in, but the roads make it less desirable. Please do a better job.
