Commission should break the monopoly

Looking at the mission statement of the Iowa Racing and Gaming Commission, I see nothing that guarantees a monopoly for the operators of other casinos in Iowa.
After having a monopoly over a large part of the state and sharing a small portion of revenue with the cities from which a significant portion comes, the operators of the existing casinos wish to continue the monopoly rather than allow Cedar Rapids an opportunity to benefit from its own casino.
Perhaps if the gaming commission denies the license to Cedar Crossing Casino, the promoters could partner with the Sac and Fox Nation to build it? If these American Indians acquire the land, can they claim through the sovereignty of Indian land they can build a casino in Cedar Rapids?
So, let's get on with the new casino and please make it non-smoking.
