NewBo drops ball on diversification

If NewBo City Market desires diversification, which is one of their goals, then why was the Russian Delights leased not renewed?

We always made it a point to stop by this vendor as the people were friendly, pleasant and the food was fresh and great.

I do not understand NewBo's management decision-making process.
