Parking system keeps people away

My wife and I had an appointment downtown. I tried to use the new parking system and the machine malfunctioned three times. After 10 minutes we went to our appointment.
I received a citation and sent an email appeal. After a week I received a letter stating my request to dismiss the citation was “denied for the following reason(s):” The letter, however, provided no reason.
I called Park Cedar Rapids to request an administrative hearing. I asked the person who answered why the letter contained no reason and her answer was, “They never give a reason.”
I asked how I could talk with these boys and she stated I would need to complete a lot of paperwork that would go to the city attorney and I would be responsible for all costs related to the hearing. I asked if she were kidding and she apologized, several times.
So, their machine malfunctioned, they cannot provide a reason my request was denied and if I want a hearing I am responsible for all costs. I saw the guy on television who is responsible for this system and he seemed proud of it.
I am proud to have this level of leadership in Cedar Rapids. It really encourages us to spend time downtown.
