Visitor unaware of speed limit change

I am paying speed camera fines because I am apparently at fault.
I am puzzled, though, because I do not knowingly violate the speed limit by more than 7 or 8 miles per hour.
Because I was photographed twice as I passed through on a trip to Minneapolis, going virtually the same speed each time, I suspect that I was either unaware of the change or hadn't had sufficient time to slow down gradually.
Be assured, I will not pass through your 'fair” city on any subsequent trips.
