Heartbeat bill has unresolved impacts

Our governor allowed her personal feelings and beliefs to influence the signing of the 'fetal heartbeat” bill.
Two thoughts come to mind:
1. Can Iowa taxpayers expect a follow-up bill to be drafted and passed into law allowing for an additional dependent exemption on their state income tax returns once a heartbeat is detected?
2. Would the governor prefer all unwanted and/or unloved newborns to be dropped on the doorstep of the governor's mansion going forward?
