Letter: City wrong to impose new tax

The May 14 editorial 'Council strikes balance between responsibility and flexibility” informed me of another new surprise tax on businesses related to not having permeable surfaces, such as parking lots.
I'm all for permeable surfaces, but it's wrong to impose this new tax retroactively on unsuspecting property owners for no good reason. This tax should be introduced and imposed only for new, non-permeable construction, and as an incentive to replace existing surfaces. Jerking law-abiding property owners around with new/surprise taxes is just wrong!
