Swimmers and other people have returned to the George Wyth Lake beach, which had been washed away in June 2008.
The Waterloo-Cedar Falls Courier reports that the beach opened last week, but a special opening ceremony is planned for Monday evening.
Cedar River floodwater had swamped George Wyth beach and damaged the restroom and concessions building. The lake sits on the north side of Waterloo.
Contracted repair crews hauled in 1,000 tons of sand, raised a flood dike, paved a beach access path for disabled people and buried electrical lines.
