City support of ConnectCR plans is a smart investment

Cedar Rapids' $5 million pledge in support of the construction of a pedestrian bridge and transformation of Cedar Lake into a recreational destination is a taxpayer investment that will pay dividends.
The cable-style Sleeping Giant bridge, which will span the Cedar River on footings that once supported the Rock Island Railroad, and development of Cedar Lake, pending additional environmental testing, are the next natural steps in strategic planning that began following the devastating 2008 flood.
Proponents of the plan, now operating under a unified banner of ConnectCR, deserve an opportunity to make these long-held development dreams a reality. Municipal support is key to future fundraising efforts and grant proposals.
Safeguards included in the city pledge - Alliant Energy's continued environmental testing responsibility for the lake once used as industrial coolant, a stipulation that ConnectCR gather at least 50 percent of the project's estimated $20 million total cost before municipal funds are made available - provide what's needed to aggressively move the project forward while subjecting taxpayer funds to minimal risk.
'ConnectCR is arguably one of the most exciting projects for our community in decades. We have the ability to create one of the most exciting, interesting and extraordinary urban trail experiences in the Midwest,” Chairwoman Lee Clancey said.
A 2016 feasibility study of the full project shows a potential of $17.8 million in cumulative new revenue and an increase of 370 new jobs. Increasing the area's perceived quality of life also is vital for employers hoping to entice and retain skilled workers.
Organizations that have merged as ConnectCR repeatedly have stated and shown their desire to work with the entire community. The vision for this project, while carried forward by a handful of residents, represents the ideas and concerns of citizens of all ages and from all walks of life - outdoor recreation enthusiasts, business advocates, place-making visionaries, taxpayer watchdogs, and community growth proponents.
These contributors envision a recreational development that further transforms and energizes an area once devastated by floodwaters.
ConnectCR is committed to generating added private investment in the project.
City investment gives that vision a much better chance of becoming a reality.
