Cedar Rapids plans to push new home building in flooded neighborhoods

Vacant lots, now city-owned, that once housed flood-damaged houses are being readied for the construction of new homes.
City officials now report that the city's buyout program has acquired 82 properties that it is including in the Single-Family New Construction Program, a program that uses federal disaster funds to help build new homes with attractive incentives to both builder and buyer.
In total, this third round of the program's new-home construction expects to support the building of more than 200 new residential units in the flood-impacted neighborhoods of the city outside the 100-year flood plain and outside the area set aside for the construction of the city's new flood-protection system.
The City Council will get an update on the home-building program on Tuesday.
Builders and developers have signed up for particular lots, and an evaluation team comprised of city staff members, members of the city's Neighborhood Planning Process Steering Committee and representatives of the Home Builders Association have reviewed proposals. The reviews look at the builders' financial capacity, experience, marketing plan, design plans and green building practices.
Two earlier rounds of the Single-Family New Construction Program, which is designed to replace homes lost in the 2008 flood, resulted in the construction of new residential units on the periphery of the city. Last November, the City Council said it wanted the next round of building to take place in the flood-impacted neighborhoods outside the so-called “construction zone.”
Of 81 lots listed by the city for new-home construction in the city's flood-impacted neighborhoods, 41 are in northwest Cedar Rapids; 36 in southwest Cedar Rapids; three in southeast Cedar Rapids; and one in northeast Cedar Rapids.
