Legislation will discourage solar investment

My family invested in solar panels last year. It is a heavy investment that will take about ten years to pay for itself in reduced energy costs.
We are still hooked to the grid and pay for service beyond our solar output. We still pay a regular energy bill with all of the same fees everyone else does. We also sell excess energy back to the energy company at a discounted rate the company set.
Adding additional costs will increase the time to recoup our money by 5 years. Who will make a switch to solar with a 15 year time frame just to break even?
This is a power grab by the utilities designed to reduce the number of individuals switching to solar. No individual's utilities went up due to solar usage. This is about corporate greed.
