Farmers should eliminate fall tillage

I moved here in 2012 and am appalled at the use of fall tillage by some farmers on fields next to houses, schools, churches and strip malls. There is no excuse for this.
No till and ridge till in the spring are very accepted methods and prevent winter windblown dirt in ditches, houses and the like.
Fall tillage must not be done in city limits or at all anywhere.
