Iowa newcomer puzzled by slow drivers

I moved here a year ago and Iowa drivers are making me crazy. I don't understand why, when the speed limit is 40-45 mph, everyone drives 30-35. If the speed limit is 35, they drive 30 or less.
When you're on Interstate 380, no one can drive the speed limit. People drive 5-10 mph slower and not only in the right lane, they are in the middle and the left and you can't get around them. How about trying to enter Interstate 380 off a ramp? Do people not realize entering a ramp at 30-40 mph is hazardous to other drivers?
I get why people don't want to speed, but drive the speed limit. If you want to drive slower, then move to the right lane and let those who want to drive the speed limit do so in the left lane. Doesn't anyone need to be anywhere on time?
