Iowa City firefighters battle a blaze which started about 9:00 a.m. Thursday, January 20, 1994, at the Phi Kappa Psi fraternity in Iowa City. The City of Iowa City Housing and Inspection Services Department had previously issued seven pages of violations at the fraternity house, including fire safety, during a November, 1993 inspection.
