Is tax on electric vehicles fair?

I am one of the few local citizens who is protecting the environment by owning an electric vehicle. Now I understand that some want to penalize me for driving this vehicle because I don't buy gas, thus avoiding paying a road use tax.
Most electric vehicles are primarily city cars. In my case, outside of one round trip to Iowa City, all 3,200 hundred miles I've driven have been in the city limits. Under that new proposal, the trip to Iowa City would cost me $130. Does that seem fair?
