Fish kill leads to more questions

I saw the Department of Natural Resources Aug. 1 alert where over 2,000 fish were killed in McCloud Run in Cedar Rapids. A break in a 16-inch drinking water main was the cause (https://content.govdelivery.com/accounts/IACIO/bulletins/1ae2429).
This led to the question, 'How does our drinking water kill fish?” I looked up the chemical Chloramine, a water disinfectant which was said to be the main cause of the kill. Now, my question becomes, 'What affect does this toxic chemical have on us, the organisms in our gut and all the other species?”
