Where were police when family needed them?

After seeing the news article on the Vietnamese family that apparently has been terrorized for years by a bully and bigot, my question is: Where were the Cedar Rapids police?
They had been called to that house for years because of the problems with that neighbor. Why was that person not in jail long before this came to a head? If I was that Vietnamese family, I would sue the city of Cedar Rapids and the police department for lack of doing its job!
