CEDAR RAPIDS - A 26-year-old Wisconsin man pleaded guilty Thursday in federal court to enticing a juvenile male for sex over a messaging app and traveling to Iowa to have sex with him in Grundy County.
Carson T. Sibley, of La Crosse, Wis., pleaded guilty in U.S. District Court to one count of enticement of a minor in April and June. The other four counts of sexual exploitation of a child, commission of a felony offense involving a minor while being required to register as a sex offender, and travel for the purpose of engaging in illicit sexual conduct, will be dismissed at sentencing.
Sibley, during the hearing, admitted he persuaded, induced or enticed the juvenile to engage in sex. He also admitted to knowing the juvenile was younger than age 18.
Grundy County District Court records show Sibley traveled to meet a boy, younger than the age of 16, and engage in sexual acts for the purpose of producing videos or photos for distribution. The charges were dismissed in state court when the case was transferred to federal court.
U.S. District Chief Magistrate C.J. Williams told Sibley he faces at least 10 years and possibly up to life in prison for this offense. He also faces at least five years on supervised released following any prison term.
A sentencing date has not yet been set.
Williams said according to the plea agreement, Sibley has agreed to serve 30 years in federal prison, no matter what the advisory sentencing guidelines may determine. If the sentencing judge disagrees, Sibley can withdraw his guilty plea, Williams said.
The lengthy sentence is likely a result of Sibley's prior criminal convictions. According to the indictment, he has been convicted of offenses related to distribution and possession of child pornography. Sibley was convicted of one count of promoting child abuse in the second-degree and three counts of promoting child abuse in the third-degree, all felonies, on July 2, 2013, in a Circuit Court in Hawaii.
