C.R. needs to pass anti-panhandling law

When is the city of Cedar Rapids finally going to pass some sort of anti-panhandling law? Three times now, KGAN has exposed the panhandlers on Blairs Ferry Road and how they have been taking the public for money.
Recently, I drove by there and saw the one-legged man panhandling. KGAN reported that this same individual at times makes up to $300 a day panhandling and lives with his sister. I saw traffic backed up and come to a crawl so that this individual, who takes off his artificial leg and hobbles over to the driver-side window, can get his cash. I'm sorry but this is wrong - this is a situation just waiting for an accident.
I work on a daily basis with individuals with similar handicaps. Do they stand and beg for handouts? No. If these drivers feel compelled to donate money to individuals to better their lives, then give it to a reliable charity.
