It does no good to just pass another law

Why does state and federal government keep trying to legislate morality? Can't they try to remember prohibition? The so-called 'opioid epidemic” has produced laws governing pharmacies and doctors that are going to be nothing short of a boon to illegal drug providers, just like prohibition was for Al Capone and others.
I have taken opioids for chronic pain for nearly 35 years. They help the pain, and I know how to use them responsibly. But, according to the government, I'm just one step away from being a heroin addict.
Are there people who become heroin addicts from abuse of prescription drugs? Yes! Are there also people who need prescription drugs to manage their pain? Yes!
So, try to keep a balance please when designing laws that aim to control people's conduct.
