Jeff Shipley

Jeff Shipley (R)

Incumbent, Iowa House - District 87

Jeff lives in rural Van Buren County with his wife Rayna and has a background in sales and small business management.

1. What are the three most important issues the state is facing? What will you do to address them?

1. Children's behavioral health 2. Protecting property rights 3. Reducing property taxes and fighting inflation Honesty is essential to public policy. The greatest threat to our society's mental health comes from too much screen time and digital devices. We must ensure individuals are firmly rooted in the real world and not online. I've signed on to the lawsuit challenging the Iowa Utilities Commission's eminent domain ruling in favor of summit carbon pipeline We must continue the important work of reducing and reorganizing government to ensure the efficient use of tax-payer dollars.

2. Are there areas of the state budget where you think funding should be increased? What are they and why is more funding necessary?

Yes, I proposed a massive expansion of the 'therapeutic classroom grant' (HF2054) program to ensure educators have every tool they need to improve children's behavioral health.

3. Should Iowa ban the use of hand-held mobile devices while driving? Why or why not?

Yes, Iowa must ensure the safety of our roads and highways.

4. What, if any, measures should the legislature take to address staffing, pay and resident safety in nursing homes? Why do you favor these measures?

I support cameras in nursing homes to provide additional oversight and monitoring of patients by their loved ones.

5. Iowa has the second highest cancer rate in the nation. Should the state provide additional funding for cancer research, screenings or prevention programs for residents? Why or why not?

The state has the responsibility to protect the health of Iowans with accurate information regarding cancer and it's treatment. Sadly, cancer has become big business -- we must remove the financial incentives that allow our environment to be degraded with cancer causing chemicals and remove regulatory barriers to alternative treatments.

6. What if any, measures would you enact to improve water quality in Iowa? Why do you feel this approach is the best way to move forward?

I support all environmentally conscious agriculture and animal husbandry practices.

7. What would you do to improve delivery of mental health services in Iowa? What measures would you want in place to determine whether the measures are effective?

Current approaches to mental health treatment are proving woefully ineffective. We must ensure the formation of a truthful identity in all human beings to support their long term health and happiness. We must reject the "institutional mental illness" of radical left politics which fosters victim mentality and enables mental illness by diminishing personal agency. We can track the total Medicaid spending on psychiatric medications to measure the epidemic of mental illness in our state.

8. What, if any, measures should the legislature take to address access to abortion, contraception and in vitro fertilization?

The legislature must ensure that every human life is valued and that every pregnant woman has access to whatever resources she needs to provide the best life to her baby.

9. Do you support a bill that would define 'life' as 'at conception?' Why or why not?

Yes, it is an observable fact -- human life begins at the moment of conception.

10. What would you do to improve the delivery of public education in Iowa? And what role, if any, should the Iowa Legislature have in setting curriculum standards and guiding what students are taught in the classroom?

The legislature must continue it's work to streamline the professional regulation of educators and to support teachers and staff with greater take-home pay. We must get real about enforcing discipline in the classroom and expand our strategy for alleviating the stress of children's behavioral health and classroom disruptions. The Iowa Legislature must ensure that students are prepared for success in the real world, and curriculum standards reflect that.

11. What would you do to make Iowa more attractive for investment and growth?

Reduce property taxes, eliminate income tax, provide more affordable energy. Clarify Iowa law to protect the rights and liberty of Iowans to the fullest extent at all times. Ensure Iowa National Guard is truly a force for peace and prosperity, and prevent the Pentagon from abusing our national guard with deployments in unconstitutional war-zones.
