Elizabeth Wilson (D)

Incumbent, Iowa House - District 73

I was born and raised in Iowa. I went to college at Cornell College and graduate school at the University of Iowa then began my career at Rockwell Collins. I left the state in 1999, but came back in 2008 because I wanted my children to grow up in Iowa. I own a small business, Wilson Business Services that provides financial services.

1. What are the three most important issues the state is facing? What will you do to address them?

1. We must address our mental health crisis. Mental health affects all aspects of our lives. While we have increased mental health access, our demand has grown at a faster rate and we are woefully behind in addressing needs. We must find ways to incentivize mental health professionals in all areas of the state, and we must increase reimbursement rates to ensure needs are met. 2. Iowa must fully fund public schools. We have not adequately funded the public schools for a decade. In addition, we have now dedicated state resources to private education. Yes, parents should absolutely have a choice in where to send their kids to school. But we cannot, and should not, provide taxpayer tuition when we are not adequately addressing the needs of the public schools, where the vast majority of students are educated. 3. We must allow women to make the medical choices about their bodies. We must eliminate the 6 week abortion ban.

2. Are there areas of the state budget where you think funding should be increased? What are they and why is more funding necessary?

Medicaid reimbursement rates, dental reimbursement rates, Inspectors for nursing homes, public school funding and Mental Health resources.

3. Should Iowa ban the use of hand-held mobile devices while driving? Why or why not?

Yes. It will save lives.

4. What, if any, measures should the legislature take to address staffing, pay and resident safety in nursing homes? Why do you favor these measures?

The first thing we need to do is increase funding for nursing home inspections and followup. We need to increase Medicaid reimbursement rates so that nursing homes can pay their staff appropriately. We need to offer recruitment and retention bonuses to attract and maintain staff.

5. Iowa has the second highest cancer rate in the nation. Should the state provide additional funding for cancer research, screenings or prevention programs for residents? Why or why not?

Not only do we have the second highest cancer rate in the nation; our rate is the only state that is increasing. We should start with more water testing and enforcement of violations. In addition, we need to provide funding for childhood cancer which is not currently being tracked.

6. What if any, measures would you enact to improve water quality in Iowa? Why do you feel this approach is the best way to move forward?

We need to fund water testing! We cannot address the water quality issue if we are not providing funding the devices to track the data.

7. What would you do to improve delivery of mental health services in Iowa? What measures would you want in place to determine whether the measures are effective?

We must first incentivize mental health professionals. We do not have an adequate supply in our state. We can provide loan forgiveness, tax credits and retention incentives.

8. What, if any, measures should the legislature take to address access to abortion, contraception and in vitro fertilization?

We should eliminate the 6 week abortion ban. There should be no ban. We should provide free contraception.

9. Do you support a bill that would define 'life' as 'at conception?' Why or why not?

No. Different cultures define the start of life in various ways. We should not impose one set of beliefs on other.

10. What would you do to improve the delivery of public education in Iowa? And what role, if any, should the Iowa Legislature have in setting curriculum standards and guiding what students are taught in the classroom?

The Iowa legislature is not a curriculum expert. We must leave the job of defining curriculum to those that have become experts in the field.

11. What would you do to make Iowa more attractive for investment and growth?

Iowa should provide tax credits to small businesses and incentives to those who start a small business and retain our residents. We must also incentivize our young population to stay in the state by enacting pro-inclusive policies that will provide them incentives to stay.
