Will private schools follow state rules?

The Governor has continued to push vouchers for students which would enable them to take their tax dollars to private schools.

I have a few questions.

With state tax dollars going to private institutions are they really private anymore? Or does this change now that they receive public funds?

Will these schools now need to follow state guidelines regarding infusion of special education and be required to fund the appropriate resources needed?

Does this also mean that our state tax dollars are now also promoting a theology depending upon the school the student attends?

Will the schools need to follow all state laws regarding enrollment and/or any other issue that public schools face?

It seems to make sense that if our state tax dollars earmarked for public education begin to flow into private schools that the schools should follow all of the same regulations and rules.
