Validity of arrests in schools can answer disparity question

There is an important piece of information missing when discussing the disparity in arrests in the schools by the police: What percentage of the arrests were warranted or valid?
For example, if a large percentage of the arrests were found to be wrong or that the person did not commit the infraction or crime for which they were arrested, then you would focus attention on changing the arrest process, the types of infractions police are involved or the police officer.
If, however, you find that the percentage of arrests are valid and the person actually did commit the infraction or crime, then the fault is not with the police officer and their arrest process, but the person(s) actually committing the crime or infraction.

So what percentage of the arrests were valid, where the infractions or crimes were actually committed by the person being charged? Answer that question and you can focus attention on where the problem lies in the disparity of arrests: the police or the people being charged. Can someone provide that data to this discussion?
