Iowa City man accused of OWI, child endangerment

A 24-year-old Iowa City man is accused of second-offense OWI and child endangerment without injury after Iowa City Police say he was under the influence of a controlled substance while two children where in his vehicle Saturday evening.
Reports indicate that Curtis R. Rains, of 4494 Taft Ave SE No. 114B, was stopped at I-80 and First Avenue in Iowa City after he was allegedly seen driving erratically while on the Interstate at 9:37 p.m. on Saturday.
Upon contact, officers noted that Rains had watery eyes, was shaking and nervous. Two children, ages three and four, were in the back seat of Rain's Vehicle. Neither children were injured, Iowa City Police said.
Rains was transported to the Iowa City Police Department and completed field sobriety tests and a breath test. The test results showed that he registered .000 blood alcohol content.
A drug recognition expert was then asked to evaluate Rains. The expert determined that Rains was allegedly under the influence of a controlled substance, Iowa City Police said.
Rains was being held at the Johnson County Jail on a $5,000 cash bond Sunday afternoon. His previous conviction for OWI was in 2003, Iowa City Police said.
