The Mystique Ice Arena sits at the lowest spot on Chaplin Schmitt Island. The City of Dubuque has HESCO barriers on standby to protect the arena if the river gets any higher.
Due to the rapid rainfall, the river is expected to remain at 23.7 for the next few days.
