Oelwein man faces sex abuse charge

Alleged abuse involved child under age 12

OELWEIN — Oelwein police have arrested Ryan Wayne Tupper, 42, of Oelwein, on suspicion of sexually abusing a child.

Tupper, arrested Friday, faces two counts of second-degree sexual abuse, a Class B felony.

Police said the alleged abuse occurred from 2006 to 2009 and from 2011 to 2012 and involved a child under the age of 12.

Tupper is in the Fayette County Jail pending an initial court appearance.
