Iowa City couple accused of spending $17,000 of dependent adult's money

IOWA CITY — An Iowa City couple is accused of misappropriating close to $17,000 belonging to a dependent adult.

According to Iowa City police criminal complaints, in December 2014, the victim — an unidentified man in his 80s with dementia and other medical conditions — was deemed to be a dependent adult. The man was hospitalized at the VA Hospital from December 2014 to March 2016.

Police said during that time, 63-year-old Earl S. Decker and 64-year-old Rita M. Decker, acted as caretakers for the man and took control of his bank account using a power of attorney document. Police said the Deckers used funds from the victim’s bank account to pay their mortgage each month.

Investigators examined the victim’s bank account and found the Decker’s spent $16,955.02 on themselves. Police said the Deckers admitted to their actions and said the victim told them to spend his money.

Earl and Rita Decker have been arrested and face one count of dependent adult abuse — financial exploitation, a Class D felony punishable by up to five years in prison.
